hey @tborrman - here are just a couple of updates to cooler2RangeCisPercent to allow for a bit more flexibility (picking balancing weights from cooler) and to allow a couple of options to match the results to your hdf2RangeCisPercent - specifically allow the sum of range-cis signal to be divided y the total sum of the rows
