Remove [[TwoDigitHours]] from Intl.DurationFormat instances #216

The [[TwoDigitHours]] slot is unused for Intl.DurationFormat objects:

Remove from call to OrdinaryCreateFromConstructor
Remove the step:
1. Set durationFormat.[[TwoDigitHours]] to twoDigitHours.
