https://github.com/tc39/ecma402/pull/724 ("Canonicalise 'GMT' to 'UTC'") merged after TC39 November 2022 meeting. Needs test to verify "Etc/UTC", "Etc/GMT", and "GMT", timezones all canonicalize to "UTC"
