Identifiers represented by this class may be globally unique, or unique within a given context.

What is meant here? Does this refer to the identifier system like http://www.lsid.info/ where http://www.lsid.info/urn:lsid:biocol.org:col:34992 and http://biocol.org/urn:lsid:biocol.org:col:34992, all link to GRSciColl https://www.gbif.org/grscicoll/institution/0e919a55-08d3-4bd2-aec1-200858fafd92. Or is something else meant here?

Use this class in a generic way to allow the user to include stable identifiers that describe the collections being represented in the record. For example taxonIDs, institutionID, organisationUnitIDs, gazeteerIDs.
