Resolve who is program co-chair for Costa Rica #21

According to last e-meeting : @gkampmeier to be program chair for TDWG and liaise with executive is accepted and welcome Erilk Erik Mata to to be part of the Scientific/technical program committee (most probably also with a co-chair function. For local scientists to be in the program and for chair of the LOC (organizing committee) for the logistics locally Erick Mata will provide names.

I think Erick Mata should be given lead credit (co-chairs Erick Mata and Gail Kampmeier) because of the efforts he will make towards the scientific aspects of the programming.
