We don't technically ban people who are already on the EC from also running for member-at-large, but it's pretty silly. Maybe we should ban it. It's not clear we can in the policies, but maybe, and we certainly could in the constitution.

Partially resolved as part of #19, and the rest can be handled as part of #23.
