The existing safer dances procedures say:

Such sanctions should be based principally on behavior at or in relation to Tech Squares events, although past history or history outside Tech Squares may contribute (such as in determining whether to ban somebody or merely warn them).

I think we may want to reconsider whether sanctions based on non-Tech Squares behavior are appropriate. On the one hand, it's awkward to get involved; OTOH, it's not great to tell Alice "oh, you're uncomfortable coming to an event with Bob because you saw them do something bad to Carol at a contra? We 100% believe you, and we'll keep an eye on Bob if you come, but we're not going to do anything until Bob does something bad at our event. Please come anyway -- we're sure we'll stop Bob before he does anything too terrible..." (This would be especially true if, eg, Bob were convicted of assaulting Carol, rather than merely being a second-hand rumor.) It's possible we still want some sort of Tech Squares relevance line here (that paragraph goes on to note "Goals of sanctions include making community members feel safe at Tech Squares events, [...]" -- adequate Tech Squares relevance should perhaps just be "there's somebody who's uncomfortable if Bob is there").
