Expose the step_size for NumericDiffCostFunction as a solver preference. #80

Its a confusing state of affairs, where we expose some preferences which are 
related to gradient checking, but they look like they are related to numeric 
differentiation (Which they are), but we can't actually control real numeric 
differentiation this way.

Fixed as part of the NumericDiffCostFunction refactor.
