Clean OpenBLAS #48

Right now all openBLAS package is included in the QUEST. But only few of these 
functions are used. I guess, we can redundant things.

I also noticed that the size of OpenBLAS is pretty big: the source code itself 
has 94MB.
It makes sense to reduce the size and retain only necessary files. But I'm 
afraid that by
doing this, one would break the dependency between the source files. So right 
now
let's keep the source as it is.

This is one thing. And second one we should be careful with license that 
OpenBLAS has. Most likely we can clean and modify the source code, but there 
can be some constraints.

So, yes, I agree, for now let it be like it is.
