Merge serial and parallel implementation of the time dependent measurements. #55

Chengming Jiang implemented parallel version of the time dependent measurements 
code.

But for some reason they are not uploaded to the main version of the 
repository. If there are no any serious issues, it will be nice to add them.

I am attaching "parallel" version of the files to this report.

I am doing some testing caused by the machine precision problems.
I will upload the new version with a user-friendly way, say just modify the 
current makefile to call the parallel version, by the end of this weekend.
