@dlebauer sorry about that, I had forgotten that @efishel had drafted a policy. I like the addition of the timing component and I totally agree with you that it's a good extension of the Ft. Lauderdale Agreement so that there is a clear timeline for release and not an indefinite embargo period.
My preference would be to keep your combined, revised document if possible, because the release of the genomic data we are proposing doesn't really fit within the timeline outlined. Just in the sense that we are in the period of the second tier release, but we are talking about making the genomic data completely public now, well in advance of Nov. 2017. Sharing via CyVerse will also have the effect of making it public in a self-service way (i.e. no one will need to request access through the alpha-tester mechanism we have set up).
