Create a Memoir template in the LaTeX bundle #175

This pull request adds a new template to be available to the LaTeX bundle, including features only present in the Memoir package.

As discussed, I will close this PR without changes, and will submit an updated Template: Memoir PR that removes the side-effect on Article.tex, and produces all the requested fixes. Thanks for the review!

Thank you for the response. By the way, you do not need to close this pull request at all. You can just rebase your current work (git rebase --interactive …) and after that do a force push to update the PR.
