Create RX/TX swap jumpers on PCB #39

It turns out that different empeg sleds might have different RX/TX pinouts on the serial port. My original sled from serial number 13 had the pins "Swapped" so that the sled RS-232 plug was in a crossover configuration already. Whereas a Rio Car sled had the pins in normal configuration.

Must implement jumpers to swap them in the PCB design.

I have completed a Rev 5 design which includes the 3v changes and a set of RS-232 crossover jumpers.
