Bluecalling shuttle is 9 minutes instead of 10 #90026

bluecalls are usually 10, its 9 for some reason, been happening for the past 2 rounds

  1. set blue alert
  2. call shuttle
  3. 9 minutes instead of usual 10

Caused by engine_coeff being lower than 1 by default
