Is there anyway to use a smartcard/CAC card to unlock light-locker? I ask because the Ubuntu CommonAccessCard page outlines a section on using gnome-screensaver.

Something similar to gnome-screensaver can be done with the light-locker-command and dm-tool. light-locker-command support locking the session. dm-tool support unlocking trough the greeter, I'm not sure how that would interact with smartcard/CAC login.
