SAFETY-LINE should probably have TRYTAKEBIT #40

You can pick up the swinging safety lines with implicit taking, and then it won't stop swinging:

>WAIT
Time passes...
The orange line from above swings in from the north.

>FILL LINE WITH ME
(taking the orange line first)
You can't do that.

>WAIT
Time passes...
The orange line from above swings in from the south.

>TAKE LINE
Taken.

>WAIT
Time passes...

SAFETY-LINE should probably have TRYTAKEBIT to prevent this kind of shenanigans.
