The [+] icon tooltip shows "Add Action" in scenarios that aren't appropriate

Describe the solution you'd like
The [+] icon tooltip should show "Add Item" or "Add Weapon Action" depending on where in the sheet the user is adding

Additional context Issue originally noted to when looking at "Weapon Actions" Suggested by @deathpote_ on 23/10/2024

I can use this one as a proper introduction to the typescript part of the repo. May not be done for 1.2 depending on when we release it but can be for 1.3 for sure.
