AWS as host for ODOP production #767

Investigate the issues of hosting the production version of ODOP on Amazon Web Services.

Aside: AWS might be an attractive / preferred platform for private-label users of ODOP.

I investigated alternate hosting providers twice. First when Heroku changed its policy on free accounts and again during the early December 2022 DreamHost "gopher server" meltdown that left the SpringDesignSoftware.org website so impaired as to be unusable for ~4 days.

As of this writing, Heroku is providing credits that cover all but database fees. This makes AWS look expensive. Also note that I believe that Heroku is using AWS underneath, so there is likely no reliability advantage to be had by switching ODOP production from Heroku to AWS.

Moving this issue to the Unassigned / Future milestone.
