Bower Package #6

I'd like to use Raleway as a bower package so I included a bower.json file.

Thanks for the contribution @lorenz. At this point Bower itself is officially deprecated so I think the best thing to do would be to close this.

Yeah, I made this back in '14 when NPM for frontend was not a thing yet.
