2022.x runtimes require passing a path to a license file #5

Multiple people have now reported this, I don't know exactly why it's happening though...

Partially addressed by sorting runtimes by newest if the user doesn't choose one.

After discussing a while back this issue is caused by the 2022.x branch of Igor using the old payment model meaning that it still requires a license check to boot, or it bails.
