Add Ticket system #6

Basic function:

  1. generates a new channel
  2. Closes the channel when not used anymore.

Advanced function:

  1. The ticket opener gets asked about things like a category or topic of his question
  2. Ticket gets also opened at a ticket management system like gitlab
