Setup O4 Pan-STARRS database on db3 #14

Need to create a new Pan-STARRS database on db3 for the O4 run. (New servers will not be installed in time.)

I've created the database (pso4, with the usual credentials) on db3.

Note that in the light of the speed up of ATLAS with InnoDB, I've migrated all the table backends to InnoDB in the new schema. I need to complete the migration of all the Pan-STARRS scripts to be InnoDB compatible as well, which will take half a day or so, plus a bit of testing.
