fix license file with author @thewh1teagle and years 2023-2024
move license to main folder, such that easier to find and also valid for cli and js and python bindings
add some more pypi classifiers to pyproject.toml
add author to pyproject.toml

Looks good and that's better to have the license in root folder. Thanks!
