Issue with latexmk output directory on Windows. #470

If I specify an output directory I experience a problem where on build I receive the following error message:

This same message appears regardless of if I use a relative path or an absolute path. With no path, it builds. The same error does not occur using the same output directory on my MacOS laptop. I have tried to build multiple files: all receive the same error.

I am unsure if this is a bug or if I am doing something horribly wrong -- I apologise if it is not a bug!
