This moves over to using semantic-release-pulsar-config instead of @semantic-release/apm-config, the new package is basically the old one, just using pulsar to publish.
A new token will need to be configured in the secrets for this repo for automated publishing. However, I think for the first publish I will perform it locally just incase any issues arise
