Task

Multiple parts of the old star camera code will no longer be used. Clean them up.

Acceptance

xsc*.c, .h files
Old commands in commanding infrastructure
Renaming away from "xsc" to make less confusing
Add plumbing for commanding the star camera uncertainty floor
Remove old telemetry channels
