Create a bootstrap script https://en.wikipedia.org/wiki/Bootstrapping

All the setup/first time stuff should be in this script:

  1. checking for installed packages
  2. adding the controlpanel commad to user's bash profile
  3. etc.

It should be called when you run the control panel.
