If I create a new workspace before all current workspaces (by dragging an app or window there), shellshape should keep all workspace-related data (layout, splits, etc) with the workspace - currently it's just associated with a workspace index, which breaks when items are added/removed.

hmm. the fix for this breaks other things, so I'm leaving it disabled until those can be worked out.
