This is an intentional validation. Not sure if it is even necessary to include in the User Guide if the application itself is able to demonstrate this validation and still guide the user to unstage the meme. It is proven to be intentional since it is mentioned in the Design Consideration of the Developer Guide, nothing wrong with it.

Reason for disagreement: I disagree with your logic. By your reasoning, anything that your app validates doesn't need to be in your User Guide? What if the user wants to clarify the error message that your app is showing by checking the User Guide? Also, even if you mentioned it in your developer guide, you can't expect a normal user to read through your developer guide before using your app. Not all users are interested in developer guides.
