Allow customizing header levels #277

Any place that adds a header (<h*>) to the page should allow choosing the level.

The purpose here is to make sure the user can produce a good header hierarchy, which helps with SEO.

Since this involves a lot of changes in many components, I'm thinking this might take at least 8-10 hours
