Change NSE placefile titles to generic names instead of having time-specific references #32

Currently the titles of NSE that show up in GR2Analyst Placefile Manager window look something like this: 0-3 km MLCAPE (J/kg) | Valid: 13:24Z Mon Jul 29 2024

to something like: 0-3 km MLCAPE (J/kg) -- for radar simulation

This would emulate the naming convention used in the surface observation placefiles
