NSE setup updates to work on AWS instance

Updates should allow NSE placefile code to execute out of the box. No tinkering needed now outside of copying local config file.

• Set matplotlib to use the 'Agg' backend to deal with odd Qt lib errors
• Perl scripts used in get_data.py set to executable
• Updated environment.yaml file to include dash/flask dependencies.
