add VWP plot code to workflow #9

More than halfway complete. Script added as radar_hodo_plot.py with an accompanying hodo_resources.py file. Currently having issues with SRH text displays in figures. Also need to determine best way to hook this with the download script (get_nexrad.py) and call these from radar-server.py

hodo_plot.py has been added to the scripts directory with hodo_resources.py ... graphics can now be generated
