TID Modified Redfield tensor included and roughly tested. TD modified Redfield tensor is not yet tested (I don't know whether one can calculate TD relaxation tensors in this version of Quantarhei already). This is my first time working with git. So I really hope I don't mess up Quantarhei :).

Hi Towan, I am inspecting your pull request, and I will hopefully be able to accept it in coming days. As this is first time I use git for this purpose, I cannot promiss a completely smooth process :-)
