Docker container bug fixes and Installation guide update #71

The latest version of apidoc and the latest 32-bit ARM version of openvpn-client causes problems during the install of the TART software on the Raspberry Pi Installing version 0.29.0 of apidoc and building the openvpn-client based on Alpine 3.12.3 fixes the issues.
