File not found! when opening file in folder in Russian #131

What steps will reproduce the problem?
1. Navigate to any folder with name in Russian, for example 
O:\Библиотека\Фото\
2. Try to open image - you will see "File not found!" window and there is no 
image in main window, but you can see file name in window title
3. If you will try to open another image, you will be asked to discard changes.

What version of the product are you using? On what operating system?
2013-07-01 64bit on Windows 7

This issue should be corrected by rev 831200892b7f. However, I don't know when 
a new Windows binary will be available.

Here's exactly the opposite! Now photivo cannot open file on right-click (open 
with) in windows explorer, showing the message: "Input file doesn't exist" and 
then showing the path with russian characters replaced with some random tilded 
and crossed european characters.
Windows 7 64, NTFS.
