This is the intended behaviour.

The default size of the text area in the Planning Tool cards is 2 lines with a 
width of 10 characters, the maximum size is 5 lines with a width of 30 
characters, afterwards you get a scrollbar. So while writing you may expect the 
card to be 5 lines big at the end.

This should make the cards still readable during writing.
