[18CZ] Vaclav turn priority glitch in 2-player game **What's your Game ID?** https://18xx.games/game/185284 (https://18xx.games/hotseat/hs_ghnzuukb_185284) **How to Reproduce the Bug?** During OR 5.1, when it came time to lay track for Vaclav's BY, the game let both of us do it (instead of restricting the ability to the person whose turn it was), and on the home screen for the site the image for the game showed orange (for my turn), but both players' names were underlined (indicating that either of us could act).
