Two ideas: one for daedra, one for the oblivion crisis:

Daedra Summoning and using daedra will be done through decisions (and random events). These are decisions that increase your national reliance on daedra, but at the same time give you buffs (like more manpower = recruiting daedra for troops, 60 tradition general = recruiting daedra general, more morale = troop enchantments, etc.). These decisions can be enacted on a 10 year cycle (give their buffs for 10 years, all the events share the same cooldown so you can only have 1 up at a time), and will cost some monarch power and money. Reliance on daedra is a national value that has a really small monthly tickdown and increases with daedra related decisions/events. (this can be done as a "national disaster" that everyone has). The higher this is, there is a chance of provinces converting to Daedric Worship faith. When the disaster actually happens, there are daedric rebel stacks that spawn (representing enough of a reliance that they seek to convert your nation). If they enforce demands, your country converts to daedric worship faith (and gets a bunch of bad temporary debuffs).

Oblivion Crisis Starting at 3E 410 (20 years before actual date) a "Reform desire" mechanic is enabled for everyone, Styled the "Oblivion Crisis". With this, any decision/events incorporating daedra increase this value instead of the national disaster, and events are much more common (it also has a yearly tick up value, so even if nobody actually raises the values the crisis still eventually happens). There are also now mythic dawn events, where you have to crack down on them (bad provincial debuffs) or the Crisis value increases. When it is at full, the oblivion crisis occurs. This is similar to the local disaster, except its global and they actually try to destroy stuff. If you are successful in averting it, you can invade back (like the argonians). If you fail, your nation is left in ruins

but you can have a province modifier here "Oblivion Gate" which allows for daedric rebel armies to spawn, but at the same time unlocks a decision to invade back in that province if you have troops there

which we can do like an assault battle; if you win enough the crisis ends locally, and if you win enough fast enough the crisis ends globally

and you get prestige, global opinion what would sigil stones do? each one gives a small morale bonus (like 0.5%)?

and if the crisis continues for long enough, you get a "Hero of Cyrodill" event who, over 12 months, closes all of the oblivion gates
