User wants to create templates from a form. So, they can share this templates with their organizations and create a new from.

is_template field added to CutomForm model in order to seperate templates from Forms.

You should rebase instead of merging. You need to remove the commit @jefmoura Merge pull request #1092 from jefmoura/234-add-indicator-disaggregati
You mustn't change a migration script manually, only in some specific cases like issues with UUID and when you need to run a custom script.
