Scroll text in code editor if Ctrl + arrow up/down is pressed #115

What steps will reproduce the problem?
1. Open long enough file (vertical scrollbar must be visible!)
2. Press Ctrl + arrow up or down

What is the expected output?
Edited text should scroll in direction according to pressed arrow.
Cursor position is not changed.

What do you see instead?
Nothing is happen if this Ctrl + arrows is pressed.

What version of the product are you using? On what operating system?
SVN rev. 107 on WinXP & Gentoo

Added in revision 289, will be part of version 0.25.

It was not stolen from kate, it's basic feature of almost all text editors.
New change requests will be created for sure... :-)
