Reproduction steps

  1. Type:

    @tonrocketbot 1 scam

  2. Create cheque for scam (any delisted asset)
  3. The user who tried to activate the check will get an error.

Actual result

user gets error 'You cannot activate this transfer because all operations with SCAM have stopped.'

Expected result

it should not be possible to create a check with a delisted asset.
