feat: Setup rules #3

Resolves #1

This setup includes:

  1. Most of our config from the CL (see the accompanying CL PR for exceptions)
  2. A few new rules from eslint-config-molindo that seem helpful (which provided the base for this setup)
  3. ESLint 9 support
  4. A new workflow for running ESLint and Prettier separately (see updated README). Note that our previous approach was no longer recommended by Prettier.

@jdehaan Do you think you could invite @menelaos as a collaborator to this repo so he can provide a review?

Yes I can do. But tomorrow, I am on the way back home. I saw that the invite was done already but probably it timed out. I will do that tomorrow because I lack the credentials for that on this device.
