Upload button is missing for copilots in challenge forums

Steps Log in to forum as copilot user (ex- tcconncopilot) Go to a challenge forum (ex- https://vanilla.topcoder-dev.com/group/3032) Check the editor

Copilot and admins used to see the upload option in the editor but it is missing for Copilot

current prod version
