create plugin dogify.lua #57

uses the dogr.io api. returns a doge image with the text. it uses '/' to separate words. based on https://github.com/yagop/telegram-bot/blob/master/plugins/dogify.lua

Will merge if refactored to match the plugin format of the future branch (https://github.com/bb010g/otouto/tree/less-magic). I don't remember why I removed it in the first place.
