Add support for extension configs.

The change is very simple but allows for instance arithmatex to pass through the sanitizer

Tweaked slightly (using WAGTAILMARKDOWN_EXTENSIONS_CONFIG for consistency with WAGTAILMARKDOWN_EXTENSIONS) and merged in 8fdefb7 Thank you!
