I just finished that quest, and put them on only to find out they are back to +2 dam.
They were originally -1/+3 I think, but were upgraded to just 0 hit / +3 dam on this date:

of acquisition. Have fun figuring out which. :)
At that point they were +3 dam, +9 str. Was it a bug that they were changed back? Or part of some re-balancing (I did stop playing from 2002-2024)? Either way, +2 dam is rather terrible for a quest item like this. Please consider making them +9str +3dam again.
