ci: install acl for LGTM #215

This is required since upstream tpm2-tss commit https://github.com/tpm2-software/tpm2-tss/commit/9d42f4dbde6a94724e95d57c333cda7711dda57c ("configure: add checks for all tools used by make install").

CI still fails because the base commit to compare against cannot be built since it doesn't include the change to .lgtm.yml yet, but future builds will succeed from now on, cf. the log of the successful build of the merge commit.

Whoops, forgot to look at the list of open PRs first, closing in favour of #213.
