Auth can take away admin #7

What steps will reproduce the problem?
1. auth while someone has admin
2.
3.

What is the expected output? What do you see instead?
failure in taking auth while there is an active admin

Please use labels and text to provide additional information.
This seems to be causing some issues by people abusing bug.
