New release #3300

I use Virtaal 0.7.1 on Windows. But i would like to see a new release.

That way it would be easier for me to see what issues have been fixed so i dont have to remember what was fixed long time ago and what issues are not reported yet.

If someone can make a new release for Windows i would like to test it, even if it is not stable.

I can properly not figure out how to build it my self but if someone knows how maybe they can write it here.

Its not very easy for me to understand how to build Virtaal. Instead of many people have to figure it out i would like it if someone make a build a few times each year that would be fine.

Maybe improve the instructions on the links so its easier for people like me to understand. It says "For the translate-toolkit, be sure to get the Python library – the one marked win32.exe". But you already lost me there.
